In this instance I have to agree with Phyllis. The problem is how do know where to draw the line? There are those who genuinely need help, and who are not lazy, shiftless, borderline criminals. The same thing happened with the neighbourhood where I grew up; it's a little bit recognizable from the time I lived there, but only barely. Not all of them, but the majority of them. Why get ambition?
